Modified Sagnac Experiment of Measuring Travel-Time Difference between Counter-Propagating Light Beams in a Uniformly Moving Fiber(This article was published in Physics Letters A, Volume 312, Number 1-2, June 2, 2003, pp. 7-10. Our finding is that there is a travel-time difference delta t = 2vL/c^2 in a fiber segment of length L moving with the source and detector at a speed v, whether the segment is moving uniformly or circularly.
