Some believe that if there is a service, such as a water park or

airport, which serves people both from the city of St. Cloud and

from outside of St. Cloud, that St. Cloud residents alone should

not pay for these services. The Minnesota Legislature can grant

authority to the City of St. Cloud to finance and maintain various

projects with a one-half percent sales tax. The sales tax would

expire upon payment of the loan used to finance the project.
